Mikrotik can do /31 just fine, you configure the address as a /32 and
the network address as the other address.

/ip address add interface=ether1 address=172.16.0.9/32 network=172.16.0.8

Not to make excuses for their other limitations from using antiquated
Linux, but this is not one of them.
