My recollection is that developments of 15 houses or more will now get FTTP for 
free, and for less than that there's a sliding scale of costs. That's only been 
the case for the last 12-18 months though.

If there are 400 angry new home owners (this a recent build?)
maybe it's worth fixing rather than waiting for OR. Where
is this? Some locations the government will cover the cost.
