VLAN ID 0 is supposed to mean "802.1p for unatgged/unknown VLAN ID/native 
VLAN". (802.1p bits are part of the 802.1q header, along with the VLAN ID). It 
may also be interpreted as "tagged unknown" or "tagged native vlan" (when 
802.1p is not required).
It is in the standard for at least 15 ans, so your favorite CPE vendor has no 
excuse for not implementing it. 
However, when it does, it may use a different way of specifying it (like 
"priority-tagged" or "encap 802.1p").
