FWIW, looking at that BBC link provided below there is status update saying:

"*** Monday 30 October ***
We are aware of a widespread issue where users are recognised as being
outside of the UK. Some users are seeing error message 02066. We are
investigating and will update this page as soon as we know more"

I've managed to get hold of a techie at BT through peeringDB email address (
[email protected]) and they have confirmed they are having
issues with an unnamed geo-location provider mis-identifying ranges from
multiple ISPs and are investigating further.
