[UM-LINUX] Internet connection with public IP

Dear all,

  My girlfriend has a Comcast connection and since I am thinking of 
moving to the US in January, I would like to change her regular cable 
Internet connection to one that has public IP address and the 
possibility of having a public linux server.

  I have seen that the price is about $95 a month. Do you know if a 
resident customer could purchase this? Or is there any other special 
requirement? Is there any other cheaper connection in the Baltimore area?
