Hi,

Many residential plans allow you to request a static IP for an additional $5 or 
$10 a month. However, depending on what type of services you want to run, you 
could very well be violating your service agreement. If you're not passing a 
lot of traffic, though, residential plans are almost always significantly 
cheaper.

Personally, I have my box at work set up with Covad DSL and a static IP which I 
use for remote access. It's a business plan, and it runs about $70 / month, 
IIRC.
