You're right, but you're only getting a minimal security improvement.
We're talking about traffic that's destined for the big insecure
internet now.  Hopefully anything important going that way is
already wrapped in SSL, so the VPN encryption doesn't buy you much.
On the down side, if you're off campus the traffic takes a much
less optimal path.
