Justin,

I saw that problem with nortel vpn client that ships as a self extracting
file. What I did was to start the program, when it is waiting for input,
I found where it placed the uncompressed files. I grabbed those files and
sure enough, there was a setup.exe there. That setup.exe should work as
expected. You can use the windows find and sort by date to find the files
or the excellent sysinternals filemon uyility.
