I've looked at the prepare script introduce in v3.4 and thought of 
something:
Instead of creating one huge prepare script, couldn't we use the install 
script of each application/update to make the
download URL known by including a special tag line. for example something 
like:
::URL:http://whatever.com/file.exe
or
::URL:ENU: <http://whatever.com/file.exe>
if you want to include a language specific version! (where ENU is the 
language version of the file (%WINLANG%) and use ALL where no language 
specific version is available.
You can then use a perl script to generate a list of needed files from your 
scripts.
If documented anybody can include this in their own custom scripts and have 
the files automatically downloaded.

But even in its current form the prepare script is a very good start. It 
will greatly reduce the time needed to set up a new install site.
I hope somebody is working on making a version for non-english systems, 
because with the current amount of files in the list translating it is no 
fun task :-)
