I am not convinced this is a good approach.

It does keep all the information about an update in one place, which
is a plus.  But for internationalized updates, we will end up with one
comment for each of the 20+ languages we want to support.  And that is
just a mess.  Support for any particular language should be gathered
in one place.

Here is what I think we should do.

  1) Rewrite the prepare script in Perl :-).

  2) Put it in a subdirectory.

  3) Have it include multiple other Perl fragments, one for each
     language.

The comments in the .bat files should be primarily for humans to read.

I will whip up a prototype, but I will not have time before this
weekend.
