We added the quotes because some people were having trouble with
special characters, like whitespace.

The logic in mapznrun.bat was designed for when there is no
tempcreds.bat file at all, like if you try to run todo.pl
independently of the main install.

But you are right that the behavior is nonsensical when Z_USER is "".
Fixed in next release.
