Well, apparently there aren't too many folks who use PowerBuilder enough to worry about this, but just in case there are any lurkers out there watching this thread I'll update it.
I did manage to talk to Sybase tech support today and while they use InstallShield for their products they deliberately disabled unattended and silent installations because they were having trouble with them.
