Just lock the workstation after each boot/logon..

Hi,

is it possible to run something like a fullscreen on-top splash screen?
It should be started around the time ActivePerl is being installed so
that normal users won't be able to see all the installation windows
popping up in the background and especially won't be able to intefere
with the installations going on.
For some reason I dislike the fact that users acually have
administrative access to the computer while the Windows Updates and
other applications are being installed.
