You also need GCC to compile mtools, also you can get precompiled version of mtools from my site. You can do it using cygwin installer. On the Choose dowload site(s) page you should add http://ekot.narod.ru/unattended to User URL field and press Add button. Then mtools will appear in the list of packages.
