I did this slightly different... I wanted just a simple batch file to do 
3 things then delete the netinst dir.
Anyway, you know how setup copies the content of the $oem$/$1 dir to the 
C: drive? I cheated and added a netinst dir there too, which puts my 
files into the same spot as the supplied todo.pl and stuff.
Then, simply setting $u->{'GuiRunOnce'}->{'Command0'} = 
"C:\\netinst\\cleanup.bat" (which I do from the site config.pl) results 
in my cleanup.bat running instead of the supplied stuff. I suspect you 
can set this in unattended.txt too, under the GuiRunOnce group create a 
Command0 option I think.
