Standards don't do anything by themselves. We have to get the 
responsible people involved. Try it this way.

"Adherence to standards can make it possible for products from 
different sources to work together, and can make programs somewhat 
portable. Widespread adherence can, in favorable circumstances, make 
cooperation and portability common, or even usual."

Having gone through Usenet and e-mail 7-bit to 8-bit conversions, and 
other standards cases in computers, communications, and related 
areas, I would not be willing to claim any more than this.
