No, this was a deliberate fix to an earlier error. The Syriac waw and
the Arabic waw are not in the same shaping class. It was an error to
have included the Syriac waw in the Arabic waw class in earlier versions
of the file. The error resulted from the inadvertant overlap of the
names of the letters:

Arabic: ALEF  BEH  ... MEEM NOON HEH WAW ...
Syriac: ALAPH BETH ... MIM  NUN  HE  WAW ...

Unicode 4.0 is scheduled for sometime next year. Late in the year
