The admonition in Section 13.7 of TR #27 is correct: "The requirement for language information embedded in plain text data is often overstated." But there are, nevertheless, times when language information is required, or when it would at least be beneficial, and there is no other way to provide it. Plane 14 language tags have a value, if only in certain contexts, and should not be officially discouraged to the extent they are now. -Doug Ewell Fullerton, California
