As Roozbeh mentioned, you probably don't need mobile phones that support rendering of all languages simultaneously, but can probably manage with phones that do just those that your users need. As for mobilephone handling complex rendering, I know that implementations do exist for Arabic; I can't imagine why implementations couldn't be done for (non-"linear") Tamil. This shouldn't be seen as a reason for script reform, therefore.
