A diaeresis or macron over i or j can be narrower than when over most
other letters.  But if that would not suffice, then a  kerning change
would be ok as a last resort. (I did write only "should".)  But that
does not mean that � must be wider than i; e.g. a� should be spaced
just as ai is.
