This is extremely interesting (especially that 
KU) and I will look into it when I get home from

My doubts refer to:

- Reversed sigma -- is it a variant of U+01B7 : LATIN CAPITAL LETTER
  EZH?
U+04E0

- Something that looks like a latin "V" -- later replaced by U+042B as
  suggested at <http://www.flagspot.net/flags/su-geab.html#1923> and
  <http://www.flagspot.net/flags/su-geab.html#1928>? How should it be
  encoded?
I have to look into this.

- Resversed "P" -- cyrillic "Q"? How should it be encoded?
With the as-yet unencoded CYRILLIC LETTER KU.

- I feel tempted to put a <GJ> between the apostrophe and the "A" in the
  first word... Regular letter-apostrophe or diacritical (comma above
  left?)?...
