Actually, is LATIN LETTER GLOTTAL STOP. It is only the general category property in the UCS that suggests lowercase.

I think what seems required is simply to add a new character for the lowercase and change the property of 0294 to Lu.

I was looking at a book on Cherokee phonetics today and 0294 was used in lower-case text word-internally. Now that's not necessarily a problem; PALOCHKA is also upper-case and is used word-internally. But I thought I'd mention it.
