In the circumstances, and since as a general rule IDNs are written lower case, it might be acceptable for the lower case mapping of (ordinary dotless) I to be indeterminate, so that if I type UNICODE.ORG I might get unicode.org or unÄcode.org.

Indeed they should, just as the Swedish registry allows names that differ only in umlauts.
In that case, how would the browser know if "UNICODE.ORG" means that you want to visit "unicode.org" or "unÄcode.org", if both domains exist? Maybe one could assume Turkish casing for .tr and .az domains, and non-Turkish casing for all other domains.
