It is surely composable as U+0043 U+20D2, though the example of
similarly composable U+0E3F : THAI CURRENCY SYMBOL BAHT points to the
desirableness of adding the cedi sign to the Standard as a standalone
character.

(I recall a discussion in this list about the Stratigraphy symbol for
the Cambric period, also composable with the same base char, the
letter "C", this time as U+0043 U+0336.)
