No, they aren't. In the Unicode context, the simplest answer is that an "ideograph" or a "CJK ideograph" is simply to be taken as a synonym for "a Chinese character". A "radical" is one of a list of traditional pieces of Chinese chracters that are used in indices for looking up Chinese characters in a dictionary. By the way, Google is your friend.
