No its not good!
M. Everson's proposal be withdrawn, he rushed hastily.
His font design is out of his mind, not from the drawing.
He cut left vertical bar of English alphabet "R" from an existing TTF font,
then place two rectangler bar in parallel :-')

This is not what it is in the drawing or JPG image.

Enlarge both in PDF, see yourself before encouraging.
ISO technical committee shall place it on "Currency block" only to
keep stuff uniform.

You may not like my critic -> I do not see any Unicode role on India
Rupee symbol  :)
ISO will approve it anyway.
