This is not the case. You find a recently accepted proposal at: http://std.dkuug.dk/JTC1/SC2/WG2/docs/n4078.pdf If you have convincing evidence for combining marks not covered there (e.g. tilde above spanning over three or more characters), please let us know. - Karl
