This is what can be accomplished by the characters proposed in http://std.dkuug.dk/JTC1/SC2/WG2/docs/n4078.pdf , if you take into consideration that the "single combining mark" has to be splitted into building blocks which are to be applied on every single of the "more than one base characters". From the view of the user, while there are more than one combining Unicode characters, these in fact display one single visible combining mark. - Karl
