Wasn't it a small vertical quote ? The evidences using the ASCII single quote mark are easy to find. I've also occasionnaly seen a small raised tack and a small caron (both were centered on the height of digits, i.e. with parts slightly above), possibly as more visible variants of quote-like marks.
