It doesn't. It might have bugs in its UBA implementation, but otherwise it just implements the UBA. I wrote it, so I should know. I believe in this case there's no bug, since each quote is between an LTR and an RTL character, so they both take the base paragraph level. FWIW, I see the same behavior in Notepad.
