I received an ingenious suggestion which may obviate the need for a new keyword/function :-
procedure main()
s:=gettimeofday()[1]
write(gtime(s)); write(ctime(s))
end
Parse the output of the two functions, compute the difference between
them, and you have the offset from UTC.
This solves the problem I was having.
