Bill:

Trace the other rudder on a piece of cardboard. Measure the length of
the rudder post from the break to the rudder (using the existing one
as a guide).  Then find a prop shop, bring the broken shaft, the
drawing and the measurement and they can make a replacement for you
Happened to me a number of years ago and H & H Propeller in Salem, MA
made me a new one in a few days.  No recollection of the cost.
