Yup, everything to do with boats is expensive. I checked around and could have had one made at a shop for $800.
In my case I bent the rudder on a peice of submerged wood. I bought the boat a year ago and the rudder had a small chunk missing and it had been repaired in more than one place over the years, fair amount of electrolysis too. I inspected the rudder and the shaft and found signs of electrolysis in the shaft too so I decided to replace it rather than try to fix it. Electrolysis in the shaft is hard to spot and very difficult to determine how far into the shaft it goes and how weak the shaft is as a result, this may have been why your shaft broke instead of bending. Take a close look at your shaft, first of all the raw material will be expensive to buy, then you will need a machine shop to mill one end to accept your steering controls, the other end has a plate attached which the bronze is cast onto. This is to stop the bronze from falling off and also to stop the shaft from spinning inside the bronze rudder. Then you will need to cut the old shaft out of your old rudder, install the new shaft and weld/braize the new bronze around the shaft. Grind down the excess material and off you go.
