My 73 36-aft did not originally have a holding tank.  Both heads were
electric recirculating with their own internal holding tank.  I think
they were of Canadian manufacture.  They had a raw water intake and to
pump out the internal tank, you flipped a lever and pumped overboard.
There was also a dockside connection.

We changed out both to PAR electric heads and installed a holding tank
between the stringers in the storage compartment just aft of the
galley stairs.

I doubt if your steel tank was originally up for waste back in 1971,
but who knows.  Uniflite did all kinds of modifications for the
original purchasers and they may have simply set up the tank for
additional fuel, which the owner converted to waste.
