I wonder if you couldn't also have some heavy-gauge stainless tubing
bent to a partial-spiral shape, then weld connecting pieces across and
put teak treads on the connectors?  Would be lighter and less
obtrusive than a big plastic blob on your swimstep.  And given the
price of fiberglass and resin, probably not that much more expensive,
if at all.

Actually, now that I visualize it, you'd only need the outer piece
(and outer handrail) bent to the spiral shape; it could "pivot" around
a straight tube (or even your transom) for the inner support.
