I would think so.  If I run at about 7 knots (36 Sport Sedan, 440
Chryslers), I use about 2.5 GPH per Flowmaster gauge (between 1 and 2
GPH per engine - I have an old gauge that only reads 1 engine at a
time).  At that speed, the engines are turning at around 1,300 RPM,
just off idle.

When running at slow speeds, it pays dividends to carefully check your
tide tables and tide charts.  Tidal currents here in Puget Sound can
add or subtract 2-3 knots to your speed.  If you're running at 6
knots, you either cut your speed-over-ground in half, or add 50
percent depending on the current.
