Let me restate - you need both, the stationary for distance and the waterproof portable for emergencies and convenience. I have the waterproof handheld primarily in the event of an abandon ship situation. Where I boat(in the northwest) the cell phone has started to replaced the VHF as the primary method to carry normal conversation. Often we text between boats which gets through over long distances with the weakest cell signal. We hear the coast guard asking if boater have cells and communicate using that. Anyway safety should always be first and the new radios with the GPS link and distress button are a great idea and should be at a minimum.
