Remove the packing under the rudder packing nut. That could be binding the shaft. Also spray a LOT of liquid wrench or something like that on the shaft. Push the shaft up, spray and push it down, spray. There can be a build up of salt on the shaft. There is nothing else holding the shaft unless the shaft is bent.
Another trick is to have one person in the boat pushing down and the other person outside pushing up. Both persons being VERY AGGRESSIVE Do not be afraid to use BRUTE FORCE!!! It will slide out.
