Thanks for the advice. I took a close look at the rudders and there was a about a 1/16th" of corrosion that started above the packing nut. They'd pull out the twoish inches, hit the corrosion, and jam. I cut an old sanding belt and sanded the corrosion off and they popped right out. Sort of. I'd taken a hammer to the top of one of them in an attempt to hammer it out the day before. Don't do that :) It ended up flaring out the tip of the rudder a bit, so I had to grind the flares off in order to get that one out.
