I would tend to think ignition switch or starter solenoid.  If your
starter continues to turn the engine with the switch off, the "bendix"
has to be engaged, but more important, the starter is getting power
from somewhere.  Either the ignition switch is stuck or the starter
solenoid is stuck.  Simple troubleshooting,  swap the ignition
switches and see if the problem follows the switch.  Then try the
solenoid.
