Sheesh, can't we add a use-it-or-lose-it clause to the land tax scheme? There has to be a way to legislate around situations like this and the scumbags who perpetuate them without stepping on people's rights. It's criminal that people are being shoved out of the neighborhood for financial reasons (when I last shopped for an apartment, 1-bedrooms near penn were going for upwards of $700 and $800 bucks!!!) when there is no good reason for a shortage.
