In my opinion, in the current discussion, you hit the nail right on the head.IMPOSINGThis is what I object to the most.Does everyone have to impose their ideas on the rest of the neighborhood?

increasing the cost of maintenance  and repair by imposing SUBSTANTIAL -LONG LASTING - design and material requirements achieves goals of STEWARDSHIP - AND INVESTMENT - and those would be the goals of the people VESTED in living here - not just SUCKING money out of the FABRIC of the neighborhood - yes  IT IS OFTEN CHEAPER IN THE LONG RUN to do the JOB RIGHT THE FIRST TIME.
