Don't forget, this kind of attitude is not limited to Historical
Commissions, but to all governmental bodies -- from Zoning Boards to the
Courts. With the Courts being far less consistent than any Historical
Commission or Zoning Board would dare to be. 

[What? You've never heard of Judge Shopping -- a tried an true sideline of
the bar; or maybe Jurisdiction Shopping? Why are virtually all Asbestos
claims filed in some obscure Louisiana Parish (or is it Alabama, I forget)
instead of where either the companies exist or the claimants live? The
judicial system is anything but consistant. If it was, there would be no
reason for Judges. The name of the game, boys and girls, is
"interpretation," better known as "opinion." After all, they are called
"Judicial Opinions," aren't they?] 

This is always going to be true. It's called human nature. It's why there
are horse races, sports teams and why Politicans build them stadiums.

Personally, I consider Murals as much "art" as the Graffiti which it
covered over, ...and which "everyone" also touted as "art" not all that
long ago. 

Personally, every time I see a wall mural all I can think of is the Slums
of Mexico City and Diego Riviera(sp).

And quite frankly, things like the ceiling of the Sistine Chapel give me a
stiff neck.

On the other hand, I find virtually all "contemporary" buildings with their 
lack of "ornamentation" to be not only ugly, but boring as well. I tend to
be of the opinion, along with Slarty Bardfast, that the "fiddley little
bits" are quite nice!  City Hall is one of the most fascinating buildings
around. Or the Furness Building here on Penn's campus. I'll take a building
designed by Howard Roark any day... although he designed some pretty ugly
crap as well, despite what most people think.
