Yes, access for residents (both for parking and for loading and
unloading) is a problem.  However, you could have a permit system.  For
example, you could be allowed to drive three blocks on a restricted
street (your block and the two adjacent ones); the speed limit should be
5 or 10 mi/hour, not a problem if you are driving just one or two
blocks.  This would add an insignificant amount of car traffic to the
street.  Of course, it must be enforced -- drivers without the required
permit should be ticketed and it should be a moving violation.  Parking
on the street should be handled the same way -- you can park on the same
three blocks you are allowed to drive.
