As far as being an HD depressing property values and I believe from your observation not increasing taxes, just look at an HD like Society Hill where they're seeing between 100% to 300% increases in their property taxes. I'm not sure what taxes you're speaking of. I've never heard of a Historic District actually depressing property values, rather seems to inflate them. I believe it's called gentrification. Oh, and sorry, I didn't get the chance to even go to Civics Class let alone sleep through it. I was too busy trying to make enough of a living to have a roof over my head. I was stating my opinion on the subject, as we are all entitled to do - I think that is democracy? And politics is pretty much the same, from the President on down, so Phillly isn't all that special or different in that respect, at least IMHO.
