Maybe you could get some neighbors together to take turns going to these 
various hazardous waste drop-offs.  Locations vary -- we've been to them near 
Belmont and Parkside, and in Roxborough.

They are normally a pretty complicated operation: lots of staff, some people 
in space suit like get-ups, special bins, special handling.  I kind of doubt 
they would have any mechanism to turn that into curbside.  I'm not sure I 
would want them to, given some of what people bring to them.
