I agree with John. And we both agree with what the law says. Section 3508 of Pennsylvania's laws relating to bicycling Business districts.--A person shall not ride a pedalcycle upon a sidewalk in a business district unless permitted by official traffic-control devices, nor when a usable pedalcycle-only lane has been provided adjacent to the sidewalk.
Section 3501 General rule.--Every person riding a pedalcycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this title, except as to special provisions in this subchapter and except as to those provisions of this title which by their nature can have no application. basically, bikes are vehicles just as much as cars are. I don't think there is going to be a tangible change in drivers' habits of parking in bike lanes until cyclists start using them more and finding out how annoying it is to have to maneuver around cars, then complaining to police who can start changing drivers' habits and awareness levels of cyclists. But John, let's keep the kids out of the streets; I work at Children's Hospital and see enough of the results of kids riding in the streets before they have the skills to do so. Riders cowering from autos by riding on the sidewalk do nothing to affirm that bicyclists have every right to ride in the street as automobiles, and puts often unsuspecting walkers at risk.
