Just to set the record straight- my comment about Al Krigman being in the
South of France on vacation was not meant as an insult; nor was I suggesting
that properties owned and/or managed by Mr. Krigman or KRF Corp. are part of
the litter/trash problems alluded to in my earlier postings.

At various times I've handed trash back to someone, saying "Here, I think
you dropped this." I've also requested people go trash their own
neighborhoods instead of mine. I've asked "Do you do this in front of your
house?" And, when particularly beside myself, I've thrown their trash back
at them or their car. Of course, I'm not completely stupid - I always try to
visually size the person up for their violence potential before I say
anything. So far, I've gotten some dirty looks and some contrition - no
violence.

Here's a question for you: both my neighbors on either side smoke cigarettes
and think its no problem to flick their butts on my property. No one in my
house smokes, but my property is covered with cigarette litter. What can I
do?

I never know exactly what to say to someone I see littering without fear of
getting whacked.

I'd like to think that I help keep down the amount of garbage north of my
property because I am constanty (or at least it feels that way) picking up
garbage in front of, and in back of my home and neighboring homes on the 500
block of S. 45th. It's my second job. I don't have time to do things like
paint the exterior of my home because I am too busy picking up other
people's garbage. I did get an L&I "no circular" sticker for my front door
(came with the welcome package from the SHCA) so that I don't have that
garbage to retrieve but I wish I could get one for my neighbor (not home) so
I didn't have to constantly retreive his as well.

To be honest, it's not just people actively littering, it's also trash that
comes from street containers, unsecured garbage bags, open trash cans, etc.
One good thing I've noticed (at least since I have an alley for trash
pickup) is that people tend not to rip open garbage bags for trash picking.
This was a constant problem in Art Musuem but then again, I lived across the
street from Vince Fumo so our block was amazing clean despite this.

Residential and commercial property owners who fail to clean up from the
sidewalk adjacent to their property.

The sad fact of the matter is that long existing attempts to educate the
fine citizens of Philadelphia NOT to litter has not been a dismal failure.
Accordingly, UC residents need to step up to make sure that sidewalks are
kept litter free.  I have the following observations:

(1) Its actually quite easy for an single individual to keep a block clean.
I pick up trash twice a day (while walking the dog) on my block, the 4600
block of Larchwood, and if you tour the street, you will notice that it is
remarkably free of trash.  Others should do the same.

(2) Property owners have a moral and legal obligation to ensure that the
sidewalks adjacent to their properties are kept clean and litter-free. (I
believe that the legal requirement is codified in the City Code).

(3) Community groups should schedule meetings with representatives from
L&Is to determine how the existing City regulations  can be enforced.  L&Is
response should include aggressive patrolling of the area and the fining of
property owners who routinely fail to keep their sidewalks clean.  Property
owners should also be fined for not properly maintaining their garbage which
is a significant problem with many, many rental properties.

(4) It has been my observation that, on the whole, the litter/trash problems
are more of an issue with rental properties than with owner occupied homes.

I hate to admit the possibility that he just didn't care for me and his
behavior towards my animals reflected that - dreadful thought...  I DO
remember him at the Bark in the Park many years ago and he seemed like a
different person, animated, friendly, interested as a vet.  But when I met
him in the office many years later he seemed removed and marking time.

Our experiences with O'Neill and Dr. Littlejohn were VERY positive. In fact,
one of our five cats, Cyrus had a problem that 3 other vets, including the
South Street Vet and Bainbridge Animal Hospital couldn't diagnose or fix.
They all said the problem was nerves and wanted to prescribe kitty-prozac.

Dr. Littlejohn somehow realized that Cyrus had a 3rd internally-hidden
testicle that was the cause of the problems (he had been neutered but acted
like he hadn't and he was sickly). He operated and Cyrus is now all better.
Dr. Littlejohn treated Cyrus and us with kindness and he was firm with him
when he had to give him shots or take blood. To be expected when your
patient might bite you.
