The last I have to say on the topic is: Having been "burned" by so-called group houses many times over the past 20+ years, and having seen many of these group houses deteriorate into disrepair (yet still command outrageous rents,due to the minimal expense when split among many occupants), I see no net "higher good" being demonstrated by allowing the landlords to flout the law. Not all group houses are bad or cause problems, of course. That's not the issue. By violating the occupancy limits the landlord (often absentee) demonstrates a disrespect for neighbors, who rightly expect the assorted housing , zoning, etc. laws will be adhered to. (You would rightly expect that a SF house next to yours wouldn't suddenly turn into a bakery or shoe repair shop, because it wouldn't be allowed by the regulations. Same logic for an SF house next door that suddenly becomes a group house.) If the law should be changed, or if exceptions should be granted, it should be codified into the regulations. So, go fight for change, all power to you. But, until that time, the code is what it is.
In summary, I think we can all agree that what this Village needs is more wealthy cab drivers, who could possibly buy up lots of real estate, but who would not need more income, and could therefore charge lower rent, thereby allowing each group house to house fewer people at a lower cost per person. A win-win for all.
