Would someone please clarify where the City Charter prohibits the noise, etc., associated with film shoots at any time during the night? I have looked cursorily at the City Charter, and have not been able to find an appropriate reference. CHAPTER 10-400. NOISE AND EXCESSIVE VIBRATION does not cover film shoots. The standard lease form in Philadelphia mentions restrictions to noise levels in dwellings, apartments, etc., but these also would not seem to apply to a film shoot. Nothing in Chapter 9 seems to cover this either.

10 PM is enough time to film and finish, besides the its the law under the
city codes.
The film office does not have the authority to override this without due
process.
What about work ordinance and noise ordinance?
What about the residents who do not want to give up their residential rights
to a quit return home from work without being put out by a commercial concern?
What about finding parking spots for all the displaced cars for two days?
This commercial concern needs to pay all of us off! And I want more than a
Pizza!
Come on Council Woman Blackwell, Mayor Street and Spruce Hill, look out after
us the permeant voting local people and our concerns.
Maybe I should Apply for a permit to film a rock concert in your back yard
till 2:00am and run my sound system at 140 decibels in the name of production.
You know equal rights and all that crap. Wonder who and how much I have too
pay off to step all over your neighborhoods? After all I am a comercial concern
as well.
